Mr. Randy Edney - President

Mr. Randy Edney - President

Mr. Edney retired from the Federal Government with 35 years of Federal Acquisition experience with the Health and Human Services, Army Contracting Command, Army Material Command, Program Executive Office for Simulation, Training & Instrumentation, U.S. Army Corps of Engineers, and the U.S. Navy Systems Command.  Mr. Edney served as the Director of the Army Office of Small Business Programs (OSBP), where he led strategic efforts to maximize small business participation in Army acquisitions.  His experience in federal procurement, acquisition strategy, and small business advocacy played a pivotal role in ensuring the Army met its socioeconomic goals and fosters innovation and competition through small business engagement.  In that capacity, Mr. Edney oversaw the development and implementation of policies that promoted the inclusion of small, disadvantaged, women-owned, veteran-owned, HUBZone, and service-disabled veteran-owned businesses in Army procurement. He worked closely with senior Army leadership, industry partners, and the Small Business Administration to enhance opportunities and remove barriers for small businesses seeking to support the Army mission.  A seasoned Contract Negotiator and Contract Administrator with experience managing and negotiating complex contracts at the U.S. Navy Systems Command, and the U.S. Army Corps of Engineers, to include technology, construction, environmental, and disaster recovery contracts. Adept at navigating federal acquisition regulations (FAR), ensuring compliance, and driving cost-effective solutions. Proven track record in leading cross-functional teams, mitigating risks, and delivering value through strategic contract management.​ As a founding partner and President /CEO of ProcuraEdge Solutions, he is responsible for the day-to-day activities of the staff and or creating the operational vision of the company.  Mr. Edney is a member of the Army Acquisition Corps, and he is Defense Acquisition Workforce Improvement Act (DAWIA) Level III certified in Contracting.

With over a decade of experience supporting both civilian and defense agencies. Mr. Jackson is an experienced Contract Specialist where he worked for the Department of Health and Human Services and worked for the Department of the Army under Army Contract Command.  In his role as contract specialist he has worked on administering and awarding complex contracts, he has received certification as a contracting professional from the US Army, an Excellence in Service award for consistently achieving excellence in mission accomplishment, and also completed the Management Concepts Leadership Certificate Program .  Notable experience he has was as a part of the Joint Covid Response Division (JCRD), a high visibility, multi agency, collaborative effort, fast paced contracting task force that completed major acquisitions to help protect the nation and combat COVID-19.  This included industrial and international partnerships, cooperative agreements, and collaboration between agencies to acquire the necessities to combat the pandemic.  Mr. Jackson was awarded commendations from the Joint Program Office for Chemical Biological, Radiological, and Nuclear Defense (JPEO-CBRND) and the Department of Health and Human Services (HHS) for the caliber of work completed on the task force.  Mr. Jackson is a seasoned federal background investigator and supervisor of investigations; with over 15 years of experience Mr. Jackson oversaw teams that completed background investigations for suitability determinations on current and potential persons working in positions of national security and public trust.  Mr. Jackson is also an experienced business coach; facilitating hundreds of hours of business coaching services on topics such as writing business plans, cash flow management, certifications, analysis, franchising, grants, buying and selling businesses, technology, loans, marketing, sales, procurement, product development, new business start-up assistance, tax planning, insurance benefits, raising capital, equity, customer relations and concept research.  Mr. Jackson has run a successful franchise that partners with the local community to bring more funds to local schools.

Ms. Williams retired from the Federal Government with 38 years of service with the Department of Defense (DoD), as a former public servant, Ms. Williams held several key acquisition positions at the DoD.  She served as a Contracting Officer (unlimited warrant) on several critical and highly visible acquisitions, such as the 9/11 Major Recovery, Presidential Inauguration Committee, Army Joint Chiefs of Staff Special Task Force, Spirit of America and Presidential funerals.  Her most notable accolades include the Secretary of the Army Small and Disadvantage Business Utilization Award, Army Commander’s Award and the Army Superior Civilian Service Award.  Ms. Williams held many key leadership roles across Department Defense and was appointed as DoD Office of Small Business Programs Acting Deputy Director (SES).

Ms. Williams is a member of the Army Acquisition Corps (AAC) and National Contract Management Association (NCMA).  She is Defense Acquisition Workforce Improvement Act (DAWIA) Level III certified in Contracting.  Ms. Williams earned a Bachelor of Science Degree in Business Management from the National Louis University.  Her professional education and development include the Assistant Secretary of the Army, Acquisition, Logistics and Technology (ASA ALT) Senior Leadership Development Program (SLDP) and the University of Virginia Darden School of Business Executive Leadership Program.
